About the Presenters

David J. Heller
David (Dave) Heller was appointed chief ethics and compliance officer for Qwest in December 2002. He is responsible for ethics, corporate and regulatory compliance, security, disaster preparedness, claims, environmental affairs, safety and industrial hygiene and risk finance & insurance.

Previously, he was vice president, risk management, and chief compliance officer, as well as an attorney for U S WEST, Inc. and safety, security and industrial hygiene advisor for Mobil Oil. Mr. Heller is a regular speaker on risk management and compliance issues and has taught in the graduate curriculum at the University of Denver.

Mr. Heller received his Bachelor of Science in fire protection engineering technology from Oklahoma State University, his master's degree in environmental policy and management from the University of Denver and his Juris Doctorate from the University of Denver School of Law.

He is a member of the Ethics Officers Association and the Colorado and District of Columbia Bar Associations and has been working in the ethics, compliance and risk management and compliance fields since 1981. In 1998 he was appointed by the secretary of labor to a two-year term on the National Advisory Committee on Occupational Safety and Health. Mr. Heller was appointed to the Executive Advisory Board of the Open Compliance & Ethics Group in 2004, and he currently serves on the board of directors and was formerly President

 

Thomas Bookwalter
Thomas Bookwalter is a noted authority on the integration of regulatory requirements and information technology. Mr. Bookwalter has authored numerous articles on subjects relating to regulated information management. He has introduced the concepts of Regulatory Correlation™ (a system that correlates a companies processes and records to the regulations and standards that govern them), the Archive of Unquestionable Integrity™ and Compliance Integrated Infrastructure™ as fundamental elements in minimizing enterprise information risk and liability.

Working at the nexus of regulation, information management and technology, Mr. Bookwalter has developed and refined structured methodologies for identifying and translating regulatory requirements into IT functional specifications that help assure companies that system they implement will meet or exceed their business and regulatory requirements.

Mr. Bookwalter is Director of Compliance Solution of Applied Computer Solutions. Formerly, Executive Vice President of Instinet. Mr. Bookwalter has worked in over 20 countries worldwide implementing regulated IT systems for securities trading and business processing.
